When the aggregate is exposed, when the surface is chalky to touch across most of the pool, or when it has already been acid-washed several times. At that point the honest recommendation is resurfacing, and Andy would rather tell you that than take $1,100 for a result that will not last.
Is it worth replacing an old single-speed pump?
On a pool that runs several hours a day, usually yes, and the saving is in power rather than in performance. Andy will give you the numbers for your pool and your run time rather than a general claim, including the case for leaving it alone.
How long does an acid wash take?
